The Local Transport Plan (LTP)

What is the Local Transport Plan?

The Local Transport Plan, which the Council was required by law to produce, sets out the Council’s transport strategy for the five years up to 2005.

The plan recognises the need to reduce car dependency, whilst accepting the value of car availability and use. It’s main focus is on developing viable alternatives to the car, including measures to encourage more walking and cycling.

What has happened since 2005?

Councils in Wales are now all grouped into four consortia to work on the whole range of transport related issues on a regional basis. Neath Port Talbot is part of the South West Wales Integrated Transport Consortium (SWWITCH), in which it works closely with Swansea, Carmarthenshire and Pembrokeshire Councils.  The Welsh Assembly Government has decided that future Transport Plans are to be produced on a regional basis, and that they are to help to deliver the outcomes of its Wales Transport Strategy published in May 2008. A Regional Transport Plan, covering the whole SWWITCH area, is therefore under development, with the following key dates:

  • Summer 2008: Draft Plan published for consultation.
  • Sept/Oct 2008: Close of consultation
  • Dec 2008: Draft Plan submitted to the Welsh Assembly Government
  • March 2009: Final Plan submitted to the Welsh Assembly Government.
